Past Accomplishments, Prior to CEL’s Formation

Below is a sample of the works which have been undertaken by our engineers while working for previous employers.  We wish to be entirely clear that these jobs were not undertaken by Capacity Engineering Limited, but were produced using the skilled professionalism of our staff.

340 Legget Drive at Health-Canada

Renovation & Fit-Up (Kanata, Ontario | Canadian Federal Government)

Project Management Services on a contract basis immediately following retirement as Project Director for Public Works and Government Services Canada. Our engineer was entrusted with this Workplace 2.0 project, the first facility in the new Kanata node for future Health Canada expansion. The challenge of this project was to convert a 7000 square metre manufacturing complex into a modern office facility. This project had substantial mechanical, electrical, communication, security, and internal fit-up challenges. Additionally it was a requirement to keep the construction costs within the limits of federal policy.

Eden Park Stadium

South Stand Replacement (Auckland, New Zealand | Connell Wagner Pty.)

This project involved the demolition and replacement of the old South Stand in preparation for the Rugby World Cup 2011. Responsible for the design of the long frames and cross frames for the new stands, our engineer also carried out the QA/QV assessment of the beam column joints and verified detailing throughout the new South Stand.

Invercargill Courthouse

Design of Renovation & Expansion (Invercargill, New Zealand | Connell Wagner Pty.)

This project involved the expansion and renovation of this 1920s reinforced concrete single story structure. Our engineer designed a solution which added a basement, a sky bridge and a full second story all while the original courts remained in session. This project involved the design of an innovative pile cap detail which permitted the existing facility to be fully supported on in-ground stilts, which where then dug around and exposed in order to provide the new basement space. During these works the second story as well as a pedestrian sky bridge was added to the adjacent Ministry of Justice building.

Kabul Water Supply System

Design & Construction of Water Supply System (Kabul, Afganistan | Proctor & Redfern Ltd.)

Senior Resident Engineer – Managed the construction of the first comprehensive water supply system for Kabul, Afghanistan. Funding for the design of this project was provided by the Canadian International Development Agency while construction funding was provided by the World Bank. This project had many challenges – remoteness; staff shortages; communications; construction quality; risk management.

Rough River Bridge

Detailed Assessment (Ikamatua, New Zealand | Connell Wagner Pty.)

Structural Assessment of the current capacity throughout the bridge coupled with a detailed condition assessment. Recommendations for upgrade were made in line with our mandate of verification in order to carry a specific mining vehicle load and modern highway traffic. This 1930s reinforced concrete bridge was originally designed and constructed by the Ministry of Works New Zealand to then-current design loads. Our engineer’s report showed how the bridge could be easily and economically upgraded to carry modern traffic.

Sri Lanka Training Complex

Evaluation, Design & Construction (Sri Lanka | Canadian Federal Government)

Project Management Services while the Director of Construction for the Canadian International Development Agency – Delivered the addition to and renovation of a large group of buildings in order to transform them into an agricultural training campus. Particular challenges here were maintaining quality construction; availability of trades; trades coordination; material availability.
